replace proj-doc gen button with proj-doc button after generation

Create a proj-doc for bearlabs.io: replace proj-doc gen button with proj-doc button after generation (type: ux). The proj-doc should plan and track the work needed to replace proj-doc gen button with proj-doc button after generation. Currently after the proj-doc auto generation, there will be a new proj-doc button showing after the prompt area. and the proj-doc gen button will be disabled. The expected new behavior is to use a proj-doc button with only svg icon to replace the proj-doc generation button instead. When hovering the proj-doc button, it can tooltip the proj-doc title. And if bearlabs.io is opened in dev server, then it will link to dev server bearlabs.net instead of the production url.
